Welcome Message from the President of UCLG ASPAC

It is indeed my pleasure to welcome you on behalf of UCLG ASPAC – United Cities and Local Governments Asia and the Pacific Region to the 3rd UCLG ASPAC Congress on Responding to Globalization in Hamamatsu from October 19 through 22, 2010.
We, local governments have been most closely affected by global issues such as climate change, natural disasters, rapid urbanization, and recent economic crisis. We are not a passive stakeholder in dealing with global issues any more, but we need to strengthen our capacities by networking ourselves all across the world and also taking on responsibilities including helping natural disaster-stricken regions.
In this regard, it is very timely to discuss these important global issues with you to find out how to solve them. And, I would like to extend my heartfelt appreciation to the City of Hamamatsu for its commitment and efforts to provide us with this precious opportunity.
Looking forward to meeting you in this beautiful city of Hamamatsu in October, I wish you all the best!

Welcome Message from the Host City

With the backdrop of increasing globalization, the role of cooperation between cities is becoming more and more important in responding to issues such as climate change which should be discussed on an international scale, whilst at the same time, developing practical solutions to these challenging problems. The exchange of information, expertise and human resources between cities as well as innovative strategies resulting from intercity cooperation is also essential to the future development of cities.
With this in mind, Hamamatsu City is honored to host the 3rd Congress for United Cities and Local Governments, Asia Pacific Region (UCLG ASPAC). I believe that this Congress will promote the mutual cooperation and networking of local governments located in the Asia Pacific region, as well as contribute to the development of these regions.
With Hamamatsu conveniently located in the center of Japan, it is easily accessible to visitors from overseas. Rich in nature and cultural traditions, as well as home to many globally respected businesses, Hamamatsu is known as a city that has produced advanced industries that propels Japan forward.
As the first city in Japan to host this Congress, we are currently making preparations so that we may welcome everyone to Hamamatsu come October.
